Introduction
In 1970 work was begun on the extension of Interstate 275 into St. Petersburg.
The first segment extended Interstate 275 from its temporary end at Martin
Luther King St N
to just south of Roosevelt Blvd. An interchange was constructed at
Roosevelt Blvd. (FL 686) and much of Roosevelt Blvd. from Ulmerton Road
to just east of 16 St N was
brought up from a two-lane rural highway to a four-lane highway when
Interstate 275 was constructed. The rest of
Roosevelt Blvd. east of 16 St N was brought up to four lanes when Gandy
Blvd. was realigned in 1977.
When Interstate 275 was
built this area was nothing more than open wilderness. Today
Roosevelt Blvd. is a major commute route for those that work in the
Carillon office complex as well as the major companies that dot the
sides of the highway. Traffic backups on Roosevelt Blvd. are very
common, especially throughout the morning and afternoon rush hour, which
is why you see signage warning motorists to reduce speed on the flyover
ramp from northbound Interstate 275 to westbound Roosevelt Blvd. and
that congestion is expected in the morning commute hours.
Exit 30 features an
elaborate exit and entry system, as it is a complete interchange.
Northbound Interstate 275 motorists headed to the Carillon Office Park or to
Largo or
Clearwater have the advantage of using a dedicated exit ramp
obviating the need to cross Roosevelt Blvd. at grade to make a left turn
from northbound Interstate 275.
Just recently in 2002
new ramps were constructed allowing partial access to Interstate 275 from the new
CR 296 corridor, commonly known as 118 Av N.
Motorists can enter Interstate 275 from CR 296 to either go southbound to St.
Petersburg or northbound to Tampa. However, motorists coming from Tampa
on Interstate 275 can exit onto CR 296 as an alternative to Roosevelt
Blvd.; ramp connections for motorists coming from St. Petersburg are
still on the drawing boards.
Presently the ramp for
CR 296 from Interstate 275 ends at an at grade intersection with 31 St N
controlled by mast arm traffic signals. There are plans in the
future to make the connection between St. Petersburg and Clearwater via
the Bayside Bridge (CR 611) easier by converting the ramps into a
mainline with interchanges at CR 296 proper (118 Av N) as well as
Ulmerton Road, as well as upgrading Roosevelt Blvd. north of Ulmerton
Road past the St. Petersburg-Clearwater International Airport to the
interchange with 49 St N and the Bayside Bridge including a flyover from
southbound 49 St N to eastbound Roosevelt Blvd.
A new ramp from northbound Interstate 275 to
westbound CR 296 was recently completed. This ramp will enable
motorists to transition directly from Interstate 275 to CR 296 without
having to use Roosevelt Blvd. and waiting in traffic to make a left turn
onto 28 St N which leads to CR 296.
CR 296 is a relief
commuter route for motorists wishing to access destinations in the
central portion of Pinellas County and who do not wish to dread the
commute on Ulmerton Road. CR 296 was created by the union of three
different roads in Pinellas County – 118 Av N,
Bryan Dairy Road and 102 Av N.
Seminole can be reached via CR 296 from Interstate 275.

crossing Lake Seminole which was constructed in the 1990's,
making an alternative to already crowded Park Blvd. or Ulmerton
Rd. |

style, so much that you think you are going back south on
Interstate 275. However, that's not the case; as soon as
you go over this overpass the road curves to the right and you
merge onto CR 296. |

The right lane ends before the flyover
The northbound Interstate 275 ramp from CR 296 squeezes into one lane so that it can accommodate the on ramp from Roosevelt Blvd. after the flyover bridge. There are plans to connect the right lane that ends here to eastbound Roosevelt Blvd but that's still on the drawing board. |

The exit for 118 Av N
CR 296 continues westward on 118 Av N at the traffic signal ahead. Future plans call for a connection to the Bayside Bridge via a new alignment to Ulmerton Road and continuing north on Roosevelt Blvd. The Sunshine Speedway (an auto racing track) was sold to the Florida DOT to make room for this new connection. This is why you
used to see a stub ramp to the left. The sign gantry was
augmented with another sign to the left when the new ramp to CR
296 was opened. |

At the intersection of 118 Av N (CR 296) and 30 St N
Turn left to reach US 19 as well as Seminole, Largo and Clearwater as well as Bryan Dairy Road. Turn right to reach 28 St N; CR 296 ends just past the entrance to Home Shopping Network's campus (would you like to order a cubic zirconia?). |

The new exit for 118 Av N
on CR 296 To head west on CR 296 on
118 Av N, simply proceed straight ahead. However, if you
are looking for 28 St N and the entrance to HSN's campus you
will want to bear right onto 118 Av N like you did previously. |

Getting into westbound

over 34 St N, which in this area is a minor two lane road that
connects CR 296 with Ulmerton Road. In case you are
wondering, US 19 loses its 34 St N designation at 62 Av N, which
is the city limits of Pinellas Park, as US 19 begins its gradual
trajectory to the northwest. |

Coming down the hill on
westbound CR 296 From here the ramp
merges into one lane as it will become a left lane of a three
lane westbound roadway. Notice the stub ramps in place
which are part of a future project to connect CR 296 with
Ulmerton Road and the northern half of Roosevelt Blvd and
ultimately the Bayside Bridge, providing one day for a seamless
connection between Clearwater and Interstate 275. |

Westbound on CR 296
From here onward you can reach 49 St N as well as
US 19 and 66 St N. At 66 St N you can reach Morgan
Fitzgerald Middle School and Pinellas Park High School. If
you continue further west on CR 296 the road name changes to
Bryan Dairy Road at US 19 and again to 102 Av N just before the
Lake Seminole Bridge in Seminole. CR 296 narrows into a
four lane divided highway at the Lake Seminole Bridge and CR 296
narrows into a two lane highway west of 113 St N. As CR
296 does not go to the Pinellas beaches, it ends unceremoniously
in a residential development west of Oakhurst Road in Largo. |

Here we see a new mast arm traffic signal

closely when you open the picture and you will see a yellow
border encircling the traffic signal unit; new traffic signal
installations have been receiving the new border to improve

the part of the ramp pier where the pier cap is exposed;
presumably it may be for another phase of the CR 296 project if

I believe there was a more direct connection from eastbound CR
296 planned which would eliminate traffic having to make a sharp
right turn at this intersection but I am not sure if that is
part of another CR 296 related project. If you are headed
east to 28 St N, stay straight ahead. |

Interstate 275. Notice the two right lanes for southbound
